A workchain is an independent blockchain inside the TON network with its own consensus rules, account format, and virtual machine. Mainnet currently runs one workchain (basechain, ID=0); the masterchain (ID=-1) coordinates the entire system.

Architecturally TON allows up to 2^32 workchains, giving enormous theoretical capacity for specialized networks (e.g. privacy chains or high-frequency settlement chains).
