Pavel Durov is a Russian entrepreneur best known for creating the social network VKontakte, the messenger Telegram, and launching the Telegram Open Network, which later evolved into the TON Foundation.
Early life and education#
Pavel was born on October 10, 1984, in St. Petersburg. He attended elementary school in Turin, Italy, before returning to Russia, where he studied at the Academic Gymnasium with advanced language courses (English, French, German). He later graduated with honors from St. Petersburg State University’s Faculty of Philology, where he began programming projects such as an electronic library of university essays and a student forum.
VKontakte#
In 2006 Pavel and his older brother Nikolai founded VKontakte LLC. Pavel served as CEO from 2006 to 2014, growing VKontakte into the largest social network on the Russian‑language internet. Under his leadership the platform added audio/video sharing, online events, games, and a marketplace.
Telegram#
After leaving VKontakte, Pavel focused on Telegram. The initial server capacity and development costs were funded from his personal proceeds after selling his VKontakte stake. The iOS version launched in 2013, followed by an Android client created through the “Durov’s Android Challenge.” By November 2013 the app had surpassed 1 million installations.
Telegram’s key features include secret chats, stickers, bots, voice/video calls, and message translation. Since 2017 Pavel has lived in Dubai, where Telegram’s headquarters are located; at its peak the Telegram Group employed around 30 people.
Pavel has repeatedly refused government requests for encryption keys, stating that threats to block Telegram would achieve nothing and that the service protects freedom and privacy. In April 2024 he was interviewed by journalist Tucker Carlson, discussing his childhood, VKontakte, Telegram, life in Dubai, and interactions with intelligence agencies.
Telegram Open Network (TON)#
In 2018 Pavel and Nikolai announced the Telegram Open Network, a blockchain platform intended to enable fast, secure payments, data exchange, and decentralized applications. The project raised $1.7 billion in an ICO.
In 2019 the U.S. Securities and Exchange Commission sued Telegram, classifying the GRAM token as an unregistered security. Pavel settled the case by returning unused investor funds and paying an $18.5 million fine. The network never launched and the development team was disbanded.
TON Foundation and the Open Network#
Despite Telegram’s withdrawal, Pavel supported the community’s continuation of the project. In 2020 the effort was renamed NEWTON, and in 2021 it became the TON Foundation, a non‑profit that received the ton.org domain and the github.com/ton‑blockchain repository. On August 9, 2021 the new cryptocurrency TONCOIN was listed on the EXMO exchange.
Pavel has stated that he no longer has a formal role in the project but wishes the community success. The TON ecosystem later integrated Telegram usernames and anonymous numbers via the Fragment auction platform, and in 2023 introduced the TON Space wallet within Telegram. Since early 2024 the network runs The Open League, a long‑term incentive program for users and developers.
Personal views#
Pavel identifies as a libertarian and cites Ernesto Che Guevara and Steve Jobs as inspirations. He publicly lists substances and habits he believes harm consciousness—including alcohol, meat, pharmaceuticals, nicotine, coffee, tea, energy drinks, sugar, fast food, carbonated drinks, and television—and promotes regular physical activity such as walking, cycling, and swimming.
